The Kuryakyn VHB Service Kit is an accessory for the Inner Primary Cover. It is needed if Kuryakyn's Cylinder Base Cover is installed after the Inner Primary Cover. Installation would require removal of the Inner Primary Cover, installation of the Rear Cylinder Base Cover, and re-installation of the Inner Primary Cover.
